KUALA LUMPUR, 25 March 2025 – The Royal Malaysia Police (PDRM) has issued a total of 5,113 permits to authorized traders for the sale of firecrackers and fireworks across the country in preparation for the upcoming Hari Raya Aidilfitri celebrations.
This announcement, made by Inspector-General of Police Tan Sri Razarudin Husain, reflects the force’s commitment to balancing public safety with cultural celebration, ensuring that festive traditions can continue under regulated and lawful conditions.
A Balance Between Tradition and Regulation
Every festive season in Malaysia, the use of firecrackers and fireworks becomes a central feature of celebrations, particularly during Aidilfitri. However, it also presents challenges related to public safety, illegal trade, and the potential for injury or property damage.
In a press briefing, the IGP emphasized that the permits were issued under strict guidelines to ensure that only licensed and compliant vendors can sell fireworks to the public.
“We are not banning the tradition but ensuring that it is done responsibly. Those with permits are expected to follow safety protocols and legal requirements,” said Tan Sri Razarudin.

The permits span all states, with Pahang alone issuing over 200, according to state police chief Datuk Seri Yahaya Othman.
Types of Fireworks Permitted
The police clarified that only approved categories of fireworks—those deemed safe for public use—are permitted for sale. These include:
- Pop-pop and sparklers for children
- Multi-shot cakes and fountains
- Moderate-sound aerial fireworks, subject to location-based restrictions
High-powered and illegal firecrackers, particularly those without safety certifications, remain strictly prohibited. Enforcement teams will be conducting spot checks and operations nationwide to clamp down on illicit sellers.
Public Safety and Enforcement Measures
Police have reminded the public to:
- Only purchase fireworks from licensed vendors
- Avoid modifying or creating homemade firecrackers
- Supervise children at all times during firework usage
- Report illegal sales or unsafe practices to local authorities
“The festive spirit must be coupled with a sense of responsibility. We urge the public to enjoy safely and report any illegal activity,” added Razarudin.
The Fire and Rescue Department has also issued parallel guidelines, warning of the increased risk of burns, fires, and hand injuries during the season.
Economic and Cultural Significance
The issuance of permits is not only a safety matter but also supports small and medium traders, many of whom rely on festive seasons for income boosts. The regulated sale helps reduce the black market trade of dangerous pyrotechnics, while encouraging responsible celebration.
Aidilfitri is expected to fall in early April, and authorities will be monitoring sales activities closely over the coming weeks.
