KUALA LUMPUR, 3 March 2025 – The Malaysian government is reinforcing its commitment to the Royal Malaysia Navy (RMN) 15to5 Transformation Plan, ensuring the modernization and operational readiness of Malaysia’s naval fleet. Deputy Defence Minister Adly Zahari reaffirmed the strategic alignment of the plan to replace obsolete assets with new-generation naval capabilities.

Enhancing Royal Malaysia Navy Combat Readiness

The 15to5 Transformation Plan, first introduced to streamline RMN’s fleet structure, is being fine-tuned to ensure greater efficiency, interoperability, and sustainability. The revised approach prioritizes:

• Fleet Modernization – Upgrading aging ships and commissioning new naval vessels.
• Operational Efficiency – Reducing the types of naval assets from 15 classes to five for easier maintenance and cost-effectiveness.
• Advanced Surveillance & Defense Technology – Integrating AI-driven reconnaissance systems, electronic warfare capabilities, and cybersecurity measures.
• Strategic Maritime Defense – Strengthening presence in the South China Sea, Malacca Strait, and key maritime routes.

“The government remains committed to equipping the RMN with modern assets and ensuring a highly capable navy that is ready to safeguard Malaysia’s maritime sovereignty,” said Deputy Defence Minister Adly Zahari.

Replacing Outdated Royal Malaysia Navy Assets

One of the critical aspects of the plan is phasing out older naval ships that have exceeded their operational lifespan. The RMN is now focusing on:

• Commissioning new Littoral Mission Ships (LMS) and Multi-Role Support Ships (MRSS).
• Enhancing anti-submarine warfare and surface combat capabilities.
• Deploying next-generation coastal patrol vessels to strengthen national security.

Strategic Impact on Regional Maritime Security

With increasing geopolitical tensions in the South China Sea, the 15to5 plan aligns with Malaysia’s defense modernization efforts and the broader ASEAN security framework. By focusing on self-sufficiency in naval production and forging international defense partnerships, Malaysia aims to enhance maritime security collaboration with allies such as Indonesia, the Philippines, and Australia.

“A well-equipped navy is a deterrent force. We are strengthening naval diplomacy with regional partners to ensure stability in ASEAN waters,” said RMN Chief Admiral Tan Sri Abdul Rahman Ayob.
